So when Tinto casts divine power, it raises his strength appropriately, however it doesnt give him fighter bab. . . Maybe this is due to his Unarmed Monk Bonus, but I thought it was odd. It simply gives him +2 to attack due to his new found strength. Tested this on the dummies so I could see if it rolls differently then the CS shows, but it also didnt show and increase in bab.

So i bought a dagger and tried the spell out on it, so that I can be sure its not just an UBAB problem. The same thing happened. Tinto's greatest attack was x+17 thats twelve from his bab+4 from 18str+1 from a +1 dagger.

Tinto's 12 bab is six cleric and six monk.

If the spell worked for caster level alone this bab should be 9 cleric and 6 monk. Although I found a page on the avlis wiki that says it should work on all classes hence that 12 bab should become 17.

Further I checked Avli's wiki. (by the way there are two wiki sites, they have all the info on casts on both, with spell updates on one and feats on the other. . .the feat site though is kinda outdated with its spell listings. But it gives useful information on things like monk UBAB progression.)

Caster Level: Cleric 4, Cleric with Strength domain 3

Innate Level: 4

School: Evocation

Component(s): V, S

Range: Personal

Save: Harmless

Spell Resistance: None

Area of Effect/Target: Caster

Duration: 1 Round / Level

Description: The caster gains the following bonuses: 1 extra hit point per caster level, strength is raised to 18 (if their strength is already 18 or higher, it is not raised further), and base attack bonus improves to that of a fighter of the same level.
[edit] Notes

* Base attack bonus improves to that of a fighter of the same character level; caster level is ignored for this aspect of the spell. For example, this spell grants any level 14 character the base attack bonus of a level 14 fighter (i.e. +14/+9/+4), regardless of that character's classes and class levels.

* Extra attacks per round can be gained by the increased base attack bonus. The number of extra attacks follows the usual BAB progression, but each of the extra attacks will be taken at full base attack bonus. For example, a level 16 cleric makes three attacks per round at +12/+7/+2 (base). After casting the spell, the character's base attack improves to +16, which is high enough for a fourth attack per round, resulting in attacks at +16/+11/+6/+16 (base). These additional attacks do not show up on the character sheet, but they do occur in combat.

* The increase is base attack bonus is a simulation, so the increase counts towards the +20 attack bonus cap.

Since they havent nerphed it, this is a bug. Pretty serious one too since it turns a level four spell into +1 hp/level and a small strength bonus for one round/level.
